    really do not know date as not marked but guess to  be 90's. called a general purpose or gp strap. snaps are approx 2" long. strap including snaps is  approx 28.5" long and  is  2" wide, it is a double nylon strap the same one on top of the other.only 4 can go first class mail, by weight. more will have to go priority mail padded envelope in usa.
